It certainly seems to have a well-developed and highly efficient surveillance over the average citizen.

Honestly this seems inconsistent. In the first movie they acted like they have zero idea what goes in the Jabari kingdom. M'baku says the river tribe was insufficiently surveillant considering Namor. All of their tech seems to rely on Shuri, which lol.
