yeah the avengers suck and the accords were a good idea save for involving Ross. I've been arguing that forever.

Nope. The accords should have been negotiated but “you can’t come into a country and leave without other people considering how reasonable you acted w/r/t the damage caused” is good. Heroism inherently is more burdensome than villainy and that’s fine. Wakanda shouldn’t do it either.
