And if it was straight up a cultural tone issue, then American media would always come off as flatter to me than Japanese media, and it doesn't. It's like a lot of American voice actors don't actually know how to... act... with their voices.
(Also, there ARE some excellent American dubs of Japanese media that don't come off flatter, but they are few and far between.)
