They don't honestly think they're likely to be able to arrest a serving head of state. What usually happens is that his money and his ability to travel anywhere outside his own country are now severely curtailed (though he could still travel to the US because guess who else refused to ratify that convention?) and if there's an overthrow of government in Russia they have some place to send him.

Also it's a warning to his henchpersons. They won't have as much protection as him within the country and it's a red light to them outside of it.
