Keep the cat indoors. It is irresponsible to let cats outside unsupervised.

This seems to be the only answer, honestly. Its going to be difficult.

It's better for the cat, too, though. Outdoor cats get attacked by dogs and wildlife, they get hit by cars, they get injured in fights with other cats, and they get diseases. Cats live longer, better lives indoors.

Get the kitty lots of enrichment toys and keep him inside.
