Except the seeds of them being siblings comes from the script of the animated movie. It was a plot point that was dropped. Why they did it for the musical since they could flesh it out there.

"Lyricist, producer and writer Howard Ashman had originally envisioned Ursula's relationship with King Triton as a soap opera, and thus drew inspiration from soap opera actress Joan Collins. Ursula was originally conceived as Triton's sister, which would have naturally made the character Ariel's aunt, but the idea was ultimately abandoned. It being dropped says to me it didn't work and they realized that and so got rid of that plot point.

It's more they felt they couldn't really go into it too deeply at the time or it'd distract from the plot. You thinking it was stupid =/= it actually being stupid. How else was Ursula supposed to have been having grand parties in the palace?

NAYRT, but child me figured she was part of the royal court until she got kicked out. Frankly, that still makes more sense than “secret sister.

The fact that it's still alluded to says to me that they still wanted to do it but didn't have the space to include it explicitly.

“Alluded to” is a stretch unless you think everyone who lives in the palace is part of the royal family.

It worked for kid-me. As a kid I thought they were siblings and had to learn that they weren't. I think it was the fact that they were both seemingly the only magic users and how personal Ursula's grudge against Triton felt.
