Not really? It's all coming from the same place, to make everyone think that policy are friendly and here to help you, when they're here to protect the capitalist class. Make them seem approachable on TV as sympathetic characters. Make them do PR, like painting their face with a rainbow at pride. Then they can beat and murder gay people and use the tv passively (population is primed) and the PR actively (remember how we were awesome at pride, just like on that show you like??) to defend themselves when rightly accused.
