For your first question: “Not the American bitching” is literally calling that anon an American.

And to answer your second question, people like the anon AYRT was responding to get offended when anyone assumes they’re American. But they assumed the anon they were responding to was American. AYRT was pointing out the hypocrisy.

Granted, I don’t think they have actual proof that this particular anon ever got offended over being called an American. So it’s not proven hypocrisy. Just theoretical hypocrisy. AYRT was more commenting on that anon’s type rather than what they’ve actually said here.
