Yes! Thank you! Rapunzel explicitly told Eugene in the movie that it stops growing and turns brown once it's cut.
I remember vividly, because I didn't like how it implied that my brown hair was a lesser and dead version of blonde hair. (I had some self-esteem issues back then lol).

:( It sucks that's the message it sent to you, and I've heard other people interpret it the same way.

I think the idea was that brown was her natural colour (like her mother), and cutting it wasn't killing it, but removing the unnatural effect of the flower. Which is nice if you think of it as her becoming who she was supposed to be, being more like the mother she lost, etc. It's hard to get around the framing of 'brown hair means no magic or specialness,' though.
