I have a feeling the OP is referring pretty much only to the Hetalia anon meme, where warnings aren't given and it's a NSFW space. On the communities, proper warnings are given for everything, so anyone that complains about that... well, they're whining, IMO.

But, the anon meme is a bit different. There was a blow up a while ago because someone posted a few guro pics within a few days without a warning and someone expressed that they didn't like it, which turned into a few pages of fighting about it. It prompted a bunch of "you're too sensitive!" "well you guys are sick and disgusting!" "well suck it up!" "well warn!" "well it's NSFW SPACE!" bickering.

Now people tend to link it instead of posting it outright, but the general consensus seems to be "Just scroll past if you don't like it" and that by going on the meme you're accepting the risk that you might see things you don't like. (Doesn't mean you can't complain about them on the meme, but that's another issue entirely.)

NSFW aside, I really would think it's honestly common courtesy to link to guro or otherwise "squicky" pictures with a warning rather than just posting them in the body of the comment... I mean, it's not like it's a ton more effort, and it keeps (well, except with stupid people who click anyway) "YOUR KINK IS DISGUSTING" arguments from happening. Guro, especially art, is kind of a special case for some people because it makes them ill to look at it.

And even when I fill kink meme prompts (different fandom, though, so we might do things differently), I usually put a warning, since some people have entire kink memes tracked and might not want to read certain kinks (I know that on the one I frequent, there's been some things that I find particularly squicky, but because there was a little line at the beginning saying it was there, I could just ignore it)...

I think most of the annoyance on the guro side came from that when, sometime earlier (weeks? my sense of time there is mashed together) someone suggested that porn be linked to or warned for, it was bombarded with "BAWWWW IT'S NSFW SPACE, IF YOU DON'T LIKE IT SCROLL BY, WE DON'T NEED TO WARN" and a porn spam without warnings, but then that suddenly didn't apply when it came to guro. I - and others, I'm sure - realize guro is a big squick, but... hmm --

I forget what was said, exactly, but someone said something around the whole guro "fight" like: "I don't like shota. It makes me sick. People post shota here. When I see it, I feel squicked out. But what do I do? Scroll by. It takes a few seconds. Sure, I might be grossed out for those few seconds, but if I was sensitive enough that the mere sight of guro for a few seconds before I scroll away would make me sick or freak out? Then I wouldn't come here. It's a risk you take."

I think most people that post or like guro know that some people are sensitive and can understand that. But they don't like being told that they need to do something special, but someone posting without warnings, a picture of a guy covered in jizz is protected because it's "NSFW SPACE!!"

Maybe pictures in general should be linked with a brief summary (really, no more than a few words) of what's in it...?

Not that I claim to know Hetalia fandom, but the possibility of stumbling upon a picture with loli/shota (ESPECIALLY a picture -- do people not understand how much legal trouble people can get into for having that in their internet cache? Partyvan and all :\) or a picture with someone graphically injured would really keep me away from the meme in general.
