Quite honestly, I myself think that Brook, the target on the Y.M.C.A mission is a reference to the Brook from One Piece.
And seriously anon, don't go pulling the racism card on everything. I know you could be just kidding but in case you really thought that, nothing in his or her comment pointed directly at the "Everyone that's not caucasian looks the same." idea.
And even if the agent K from the MiB cartoon only looks like Spin on a passing glance, do remember that the comparison could be made with a fuzzy memory of the cartoon in mind, or any other reason. We can't always see the intended message of plain text in the web so I guess that the benefit of doubt wouldn't be misused here.

My memory is exceptionally fuzzy. Haven't laid eyes on the cartoon in 8 years. But the rough shape of the head, the dark glasses, the suit... Subtract the headphones and draw Spin in a different artist's style, it's not that big a stretch.
I went and did an image search on DogPile (http://www.dogpile.com), to try to counter the anonymous poster' assertions, but it seems that no pics of the Kids!WB cartoon can be found.
Then I figured, "Screw it. It's a troll, anyway."
