I think it depends on the person. One person I know who says this frequently, it absolutely means what you said because he's a jerk and I think it's some sort of power play to not just say he's not going to come, and keep everyone guessing.

The other one, she comes about half the time. She has a super stressful/demanding job, and I know she genuinely wants to come to stuff, but she sometimes just can't.
