Arthur is corrupt too, albeit in minor way. But he admits drafting regulations to leave loopholes for him to pursue his hobby but prosecute anyone with a similar passion for mixing muggle and magical tech. It is played for laughs, thanks to Rowling's protagonist centric narrative, but it is objectively a form of corruption.
