I've only ever seen this comic used in the context of adult/NC-17 (and pro-ship) spaces versus "child friendly internet" spaces. And in that case, sure, kids are excluded by virtue of not being old enough to consent.

This plays out a lot along gender lines. Like, men who were excluded play Dungeons and Dragons, and then a woman wants to play, and the men go “It’s an excluder!” and scream at her until she leaves.
