This is why showed need to have 22ish episodes of stories in a season. It is how you flesh out actual characters.

Yup, I agree, for the most part. Although some shows do manage to flesh out with less. But most of the time I do find that shows with shorter seasons don't do as well with characters.

Yeah, the fewer episodes a show has per season the harder it has to come in hitting those character beats. There is no time to waste. Contrast with the Red Dwarf sitcom, it has six episodes in its first season and it delivers on each character within a few lines. Even on those characters we never see again. It establishes them, but uses them to both worldbuild and to further establish our MCs own character. No line is wasted, no reaction shot is just there to fill time. And the show kept that momentum the whole season.

yellowjackets this season only had nine episodes and apparently they shot a tenth that is supposed to be a secret/featuring lore and i watched the last episode like "you really needed at least one other episode, if not more, and even then your pacing's not great".
