And her characterization has stayed largely the same since her inception. She was not retrofitted to act like another character; you can see Arlene Sorkin's Harley in Margot Robbie's.

I said “made her into” for a reason. She used to be an actual villain, and she used to be a martyr for love interests who treated her like shit.

Even the Batman cartoon series she first appeared in treated her somewhat sympathetically, in that it showed just how fucked up and abusive her relationship with the Joker was, and she did eventually leave him.
