I'm not familiar with the game. But AIUI, it's basically a game based off 80s cop movies? And 80s cop movie protagonists being pretty racist is very much a part of the genre.

OFC that doesn't mean that they executed it well but it seems pretty straightforward why it's in there - that's the genre they're emulating.
