I think they're referring to a particular case that caused a lot of uproar in the US. The black kid in question was a twelve year old waving around a toy gun in public, and I don't think the police were called on account of there being any crime. However, this boy was 5'7" (170.18 cm) and weighed 195 lbs (88kg), so liberal news outlets portrayed it as an unprovoked child murder while conservative ones circulated pictures that made Tamir Rice look like a full grown man that a policeman could believably claim was threatening him by waving a gun around. Tempers ran high on social media and many middle class people publicly broke off contact with relatives over disagreeing about whether this was outrageous (and unpunished) racist abuse by the police or not.

This happened nearly a decade ago, but it was a highly contentious subject, in any environment where everyone talking about it wasn't fully in agreement about who was wrong and why.

I googled and the poor kid.
Cop is very guilty for failing to shoot a non vital part and for placing his safety above the civilian's. A sad story really. No action against the dispatcher either that didn't convey that the gun looked fake.
