"Y'all" is typically a way to address any number of people greater than one. Some people, however, are extra casual about it and even use it to address just one person.

"Y'all" in this case is intended to convey a certain scolding tone, placing the speaker in a morally superior position to the unenlightened plebes they're addressing.
