Objectively, though, it's hard to argue that something on display in a museum owned by the government of the UK (pop. 67 million) is more available to the public than something on display in a museum owned by the government of, say, Nigeria (pop. 213.4 million.) In fact, it's likely to be more available to more members of the public in a Nigerian museum! This is a good time to rethink who you include when you say "the public" and how you may value access differently for people living in different parts of the world.
