It's used both ways. You're not wrong, though: I think the useage has been diluted from people levelling nepotism accusations at situations where especially cushy and well paid positions went to the spouses, cousins, children, etc. of CEOs, to this "if you know someone you have an 'unfair' hiring advantage, regardless of whether it's a desirable job."
