DA Yes, I lived in Japan and there's a ton of variation, but light skin is fashionable, so most people, especially women, tend to try to stay as white as possible. Especially younger generations in cities who are unlikely to have outdoor work of any kind, which self-selects for "college students" who you've met. But there really are dark-skinned Japanese people, curly-haired Japanese people, brown-haired Japanese people etc.

I'd certainly believe there's variation, and might keep that in mind for creative character redesigns in fanart. But foreigner's impressions that the Japanese can be very white is not a stereotype from anime. People can get exactly that same idea just from interacting with students and expats.
