I don't know, there's tons of stuff you could do with that. So many places you could get out of or into, easily disorient someone (by jumping at their face and then turning to water), hide as a puddle of water, use water pipes as way of getting places, make a surface slippery during a fight, knock someone over as a wave in a confined space, cause water damage to weapons/machinery, etc.
