I definitely don't think all bullies are from troubled homes! I've definitely heard about asshole kids for very privileged backgrounds (people like Brock Turner come to mind, though he was worse than just a bully). I did have a few 'mean girl' type bullies later on who seemed to be well-off.

With this kid, I got that impression from things I heard adults saying about him later, plus the fact that he lived in a less-nice area and had a kid so young. At least, he seems to have grown up kind of poor/disadvantaged.
