Usually abolish = "abolish and then replace with something else/better" if you actually ask about it. Most people who are ACAB don't mean "get rid of critical emergency services" they mean "abolish the police system and distribute their responsibilities to smaller, more specialized, more local, and less militant/abusive/institutionally racist groups"

If you stop asking at "abolish" though and assume "police" = "all social services that police are supposed to cover (but lol, don't)" then yeah, you'll get only what you took away
