This is a strange debate for me. For my own native language, the only things that always get dubbed are children's shows and movies, because it's assumed they can't read at the level needed for subs. Everything else gets subtitles.

In my country they also dub daily soaps. I assume because the main audience for these is 50+ year olds, so people who's eyesight is likely failing. There's a wild difference in quality though. Kids shows get professional voice actors (and singers if needed) while soap operas get one dude who can't do emotions. The Monotone Telenovela Guy is a big meme here.
