I wonder how much of this is affected by the use of extensions and/or wigs. Speaking entirely of women, extensions are added to basically everyone because the camera takes off a lot of volume. Or sometimes an actress will have very vigorous hair that is impossible to maintain continuity with (I've got very thick slightly curly hair - I'm Jewish - and have been told I would never be allowed to wear my own hair on camera because it's so hard to keep in one shape). While the wigs could definitely have some age-appropriate graying, I'll bet it's hard to find extensions that match a particular graying pattern.
