All the cats I've had were grown when they came to me.

If they're really young, then no. They can def not use the litterbox. Also unspayed/neutered cats can and will scent things via urine.

That's not even counting potential health issues that can cause a cat to regularly not use their litter boxes as well.

Depends on where and how you install the boxes, how many, and how often you clean them. And this is before considering any medical issues.

I guarantee if a cat gets locked inside a room that doesn't have a litter box, it'll still find something to piss on. Even if that something is a computer.

No, their mother teaches them. If they're taken away from their mother too young (for whatever reason) they won't learn. The instinctive behaviour is to only pee in one place, which even feral cats will learn from their mothers, but another instinctive behaviour is to mark their territory with pee. Also, cats who are very anxious, sick etc.
