My best guess is Cartmel Masterplan stuff (You can google for a better explanation but like, similar to the Timeless Child stuff, making the Doctor be some kinda mysterious being who was around before the Time Lords rather than one of them. If so op got the time wrong, that was the 80s.) or just like, making the Doctor a woman, iirc that was first proposed in the 70s. But it could also be other stuff, idk.
