Someone broke into my apartment a few years ago, and I laugh looking back at how every one of my friends, who all definitely shared an ACAB meme at least once (I'm left-wing, but the least so out of my friends) immediately told me to call the police as if there was no question. And I did.

If you think they're serving a public good when they do the actual job we pay them to do, then it doesn't make sense to think of them all as bastards, and to castigate anyone who works for them for "enabling" them.

As I understand it, when people say ACAB, they are just venting. They are not actually advocating for change, because they would be somewhere else looking into solutions instead of venting on a message board.

But the reason people say ACAB is that there is a problem with the system, which seems to enable bad cop behavior and punish good cop behavior. Cops who start out with good intentions soon learn there's corruption, but their two options tend to be 1) fight the system and get pushed out of a job (in some cases, killed) or 2) learn to turn a blind eye while other cops behave badly (in other words, enable bad cop behavior, which makes them just as bad as the bad cops). In the meantime, yes, they perform expected duties such as responding to traffic incidents or domestic disturbances, but it doesn't erase or excuse the bad things.

Maybe there's the rare person who genuinely doesn't know about the corruption, or possibly works for the unicorn where cops don't harass minorities or unapologetically kill people/family members/pets while showing up at the wrong house, but the problem is widespread enough to warrant its label.

If only I'd known that before my stalker broke in and assaulted me! I gladly would have sacrificed my further safety to be a drop in the ocean of a problem that needs fixing!

The mob also served a public good, which is why people protected them from the police. Doesn't mean they weren't all bastards.

The police in the US are the largest organized crime/gang in the country. They can AND DO legally take your money and steal your shit. And in order to get it back the burden if proof is ON YOU to prove it WASN'T used in the commission of a crime. The system is rigged to force cops to either GTFO or become bad. That's why ACAB. Doesn't matter if one rescues a puppy every now and then.
