Hell, back in the day, I was in a fangroup for this guy.
(Actually, I wish they had re-used more of thei one episode characters. If you look closely at later episodes, you can see characters who look like Bill with slightly altered designs. XD )

I think he was the guy that Ash and co. first met up with when he was dressed in that trilobite(or whatever you call it)-ish pokemon suit. He was waiting for that orange, friendly-looking dragon pokemon to come(but I think Team Rocket screwed that up, so Ash and the gang and that guy never got to see it...).

He's Bill! =D I can't really remember his role in the anime (though what Andromeda said about him searching for Dragonite sounds vaguely familiar), but in the games he was a famous Pokemon researcher who created the storage system, and when you first meet him, he's turned himself into a Pokemon by accident (I can't remember which one). He loves Eevee and its evolutions, and in the second generation actually gives him an Eevee if you visit him at his house in Goldenrod City after running into him at the Pokemon Center in Ecruteak. =)

I remember thinking his voice was hot. I was quite surprised to find it was the same VA as Meowth (♥ Maddie).

Aah, thought this was Jax (someone I know who's an enormous Bill fan).

What I find amusing is that in everything else, Bill has a Deep South accent (and a comically bad one at that) because he's supposed to be from the equlivant of Osaka so he uses Kansai-ben. I'm not sure why 4Kids decided to make him Randomly British, but to be fair, it seems that in all of Goldenrod, only Bill and Whitney use Kansai-Ben.

LOL, this, although I'm biased toward the games (for although the old anime will always hold a special place in my heart, I played the games first, and I'm still loyal to the game franchise).

I can just imagine Red's face upon Bill introducing himself as a Pokemon. xD It'd probably be something along the lines of "o_____o;;"
