Yeah, but "John Hart" is an alias, too. He does have a pirate captain sort of vibe, but I agree that he was never in a regular hierarchy as a captain.

Just like "Jack Harkness" is an alias. He has a Boeshane peninsula name, Javic or something.

Neither of them are captains, but they're both time agents. It should probably be Agent John Hart and Captain Jack Harkness, since captain kind of became his identity.
