95% of the places that refuse foreign entry are adult-oriented services, from hostess bars on up to soaplands and blowjob bars, out of ideas that foreigners wouldn't know the proper protocol or will treat the girls badly. The other 5% are generally onsen, restaurants, and inns that are run by elderly tradition-minded Japanese who don't think foreigners don't know how to behave and worry about not being able to provide service in English, or being able to explain the Very Specific Way they want their establishment enjoyed.

As a foreigner living in Japan, I have issues with Debito- I feel there are a lot more pertinent issues about discrimination here such as housing issues and our inability to claim a full pension refund, but it's stuff like this that gets the international attention when in reality it affects almost no one.
