Depends on what you mean by criminals. I had a great uncle who, during prohibition, was a bootlegger and rumrunner. The local sheriff knew and never arrested him, but he did tell him that they had put a lien on his house, so he never moved even though he wanted to. When he was in his 60s he finally decided to just pay the lien so he could move to the city and found out there never was a lien. The entire family teased him about it until the day he died. And again at the funeral. XD

Prohibition was such stupid legislation that I have immense respect for anybody who broke that law.

one of my favorite TV shows is Boardwalk Empire which dealt with that subject extensively.
