Not always an overlap, I'd say. Werewolves aren't xeno, but they are monsters? It'd be weird if a werewolf fic were labeled xeno. They aren't bestiality either.

But contunuing that example, werewolves could absolutley be beastiality depending on the authors choices. So there is a lot of overlap.

Sure, but if for some reason I read a werewolf fic only tagged "bestiality" and it was about a romance with a being that could swap between a human and an intelligent, bipedal werewolf able to speak, that'd be not at all what I expected. So I get where OP is coming from

Werewolves could be lots of things, and there is overlap between the tags, but monster is not necessarily a *subset* of xeno which is what the original anon said.
