it's because they contributed nothing. it's not rocket science. the whole point of a filler episode is that it filled time just to fill time, by it's very nature they did nothing to advance any part of the story character or main plot, if an episode was a bit slower on main plot stuff but still did character work that wasn't filler.

I'll give you the benefit of the doubt and assume you mean for animes, some of which have legit filler episodes to keep time slots while taking a break because they don't have seasons like western media. But I'm talking about so-called filler episodes in western media, which aren't actually fillers.

Arguably, people watched the TV series because they enjoyed the characters and premise of the series. Even a "Filler" episode will have that. That's a lot of the time what people want from series. Therefore, a "Filler" episode will still contribute.

exactly. the whole point is that you can skip filler episodes without missing any sort of plot or character development. they don't change the status quo of the characters or the plot at all.

You don't need to change the status quo of the characters to do character development.
