No, they shouldn't.

Telling the partner is just for your own piece of mind. It just makes the partner feel like shit. Break up if you can't be loyal, but if you fell off the wagon once, take it to the grave.

Yes, they should. Lying and keeping secrets is a shitty thing to do. The circumstances of the relationship have change and the bf should get the choice to consent to this kind of relationship. Not letting him know there's a possibility of being exposed to all sorts of things is an asshole move.
