And in Doctor Who it changes every three years. The Doctor can regenerate. The Doctor can only regenerate 12 times. The Doctor gets extra regenerations. The Doctor actually had multiple regenerations before the first series. Hell, recently it turns out The Doctor can split into two totally different people when he regenerates.

Canon in Doctor Who is like canon in DC or Marvel comics. It's full of retcons and redos. Canon contradicts itself, even before you get into the books and audio plays. The agreed upon starting point in this fandom is "this person from another planet has a time machine and a friend to travel with" and everything else is fluid.
