If he were a human, I would no doubt agree with you, but he's a tiger. And a tiger knows humans to be A) edible, and B) dangerous to tigers.

It's the problem of assigning morality to animals. He's a tiger. He eats meat. In a movie where meat comes from other critters with feelings and dreams he's the bad guy. He's out to get our main character, a child, and thus even more bad. But also? He's a tiger. That's what they do.
