there's not really any cases of a trans person going through HRT and transition just so they can touch people in bathrooms either. But that hasn't stopped legislators from pretending THATS a serious problem either.

They're not worried about people who've medically transitioned. They're worried about people using self-ID without medically transitioning, because those people could very well be lying.

Remember: any kind of gatekeeping is transphobic. If someone has no gender dysphoria; has no desire to appear or be seen as a different gender than what they were assigned at birth; and has no desire to transition, but says that they're trans, then they're trans. They must be believed. This means that a bearded man with a penis who uses he/him pronouns and continues to go by his given male name but declares that he's a woman on the threshold of a female-only space must be taken at face value, treated as a woman, and allowed into that space. Because no one would ever lie about such a thing -- especially not predatory men, and to suggest that they might is to be a bigot.

I don't think the people (like JKR) who are worried about this have solid grounds to be worried about this. In reality, I think the number of cis predators who actually will exploit trans rights for their own ends is very small; much, much smaller than the amount of harm that is done to trans people when societies fail to facilitate their freedom to live as their identified gender.

However, I do think you're correct that this is the nature of many people's (like JKR's) objections re: the "female spaces" issue specifically, and it's been jarring to see it constantly misconstrued as a fear of trans people, when it is in fact a fear of cis predators exploiting trans rights for their own predatory ends.

Trans people that do not transition are still trans. There's cases of fake trans men raping women in a UK prison for example.
