This made me think of the collapse of the Soviet Union. When it was a matter of suppressing uprisings in the smaller states, they would just make a point of not sending Lithuanian soldiers to Lithuania or Ukrainians to Ukraine. Then Moscow rioted.

My mother has told me how for years she's remembered an image (I've come to the conclusion that it was probably a video, because if it was a photo I think I would have found it by now) of a soldier sitting on top of a tank in the middle of Moscow with his head in his hands. Asking an army to fire on its own people is a tall order.
