It's weird. Usually I would look at the showrunners and writers, but the Halo showrunners actually were much more experienced than the Fallout showrunners. Fallout had Jonathan Nolan involved as a producer and director which I'm sure helped, but the Halo showrunners were experienced TV makers who had made good TV before.

Maybe the rights holders were way more precious and restrictive about continuity and brand protection with Halo?
