There was a rumour going somewhere that the script was originally written for a mass effect TV show, but then changed to be for Halo.

I always thought that made sense, because there were a lot of choices in season 1 that sounded more 'mass effect' than halo. It seems like season 2 was show runners trying to course correct from all the lore shit of S1 and sort of getting it at points, but mostly waffling it.
