Two, universities (for the most part) aren't in the position economically of being able to provide a space for people to seek knowledge for knowledge sake. At best, that's a desirable side-effect of the university education system as it presently exists.
In both cases, the solution is the same: we need much more funding for the higher education system (and ideally, we need to spend less of that function on new building construction, administrative expense and Division 1 sports teams). We need more public universities that can provide cheap, quality basic university educations to everyone who needs one. And we need funding for basic research and for people to be able to make careers in academia. And these investments would be paid back 100-fold in terms of improvements to society.
