Pretty sure it's genuinely Oregon. Blue state, a lot of the same good features as Washington and California, not as egregiously expensive to live in as Washington or California.

Illinois, Pennsylvania, and Virginia are also all probably high on the list. And California despite the high COL.

Funny story, when I was an idiot youth I applied to a college in Oregon and got accepted without ever going to see the school or really knowing anything about it. Just some dumb kid from MA dreaming of living in magical Oregon. Drove cross country to find myself in eastern Oregon and learned it is a small conservative city in the middle of a desert with not much else around. Not the PNW of my dreams. Super disappointing and depressing. I lasted 3 weeks before bailing. At that point I should have bailed by driving further west, but I was out of money amd ended up selling my car and taking a bus all the way back east to crash with family until I could find a job. Bad decisions all around.

Magical Oregon is the valley and west. The east of the state is a wasteland, and when I say that I don't mean the environment.
