From a legal perspective, California is good. Honestly, anything in the 9th Circuit (Alaska, Arizona, California, Idaho, Montana, Nevada, Oregon, Washington, Guam, Hawaii) or 1st Circuit (Maine, Massachusetts, New Hampshire, Puerto Rico, Rhode Island) are going to be safest.


Personally, of the states I've lived in, Massachusetts was my favorite, it is expensive, though.
