... but filler episodes don't do either of those things by definition. The entire definition of a filler episode is one that contributes absolutely nothing to plot, character development, or world building - the point is that it's an episode that can be skipped without losing anything.

Anything that deepens character development/relationships or expounds on the world itself isn't a filler episode.
