Agreed. A show doesn't need to constantly be racing toward its conclusion. Let's just spend some time exploring the world and the characters.

... but filler episodes don't do either of those things by definition. The entire definition of a filler episode is one that contributes absolutely nothing to plot, character development, or world building - the point is that it's an episode that can be skipped without losing anything.

Anything that deepens character development/relationships or expounds on the world itself isn't a filler episode.

DA - I think the problem is that people have different definitions of filler. Some people see them as world building, others as waste of time with nothing of value. But they're watching the same episode.
