I do not agree. Do I think there are episodes that fans erroneously call filler episodes? Sure. But there are plenty of show runners/writers/creators that call specific episodes filler. And, while I will admit that sometimes what they intend and what actually comes across to the audience are not the same thing, for the most part, I think they would know about this. So, even if you, as a fan, enjoyed that episode, that doesn't make it not filler. If something significant happened in the episode (that was carried through the show) and the show runners/writers/creators were calling it filler, then, yeah, they'd be wrong.
