The feeling I get is that people love the show because it's so awful. Like a soap opera, but with rescue people.

I actually follow a soap opera magazine editor on Twitter and he tried watching 9-1-1 recently, probably because of all of the attention it gained after Bucky came out as bi, and he HAAAAAAAAAAATES it. It's the funniest thing I've seen.
